Ofcom Announces New Measures to Combat Scam Calls

Ofcom has recently made a significant announcement to enhance consumer protection from fraudulent calls, particularly those from abroad that imitate UK landline numbers. This new guidance requires phone companies to take decisive actions to block these deceptive calls, which have become a common tactic used by scammers to defraud unsuspecting individuals.

 

The phenomenon of "spoofing," wherein fraudsters disguise their phone numbers to appear as trusted contacts or organisations, has persisted as a major concern for consumers. By spoofing UK numbers, criminals increase their chances of having their calls answered, as many people are more likely to respond to a familiar number than an unknown international one.

 

In response to these challenges, Ofcom's strengthened guidance mandates that phone companies identify and block calls from abroad that falsely display a UK telephone number as a ‘Presentation Number.’ This follows a consultation that indicated such measures could significantly protect the public from scam calls.

 

Initiatives already underway, like those adopted voluntarily by BT, which has managed to block up to one million fraudulent calls daily, these new regulations are set to standardise these impactful practices across the industry. With millions of scam calls expected to be blocked under the new guidelines, customers can anticipate a safer communication environment, minimising disruptions from unwanted and potentially harmful calls.

 

While there has been notable progress in reducing fraudulent communications, Ofcom's recent research shows that some consumers still encounter suspicious calls and texts. In 2024, around 48% of UK landline users reported experiencing such calls in the last three months, a positive decline from 56% in 2021. Similarly, mobile users have seen a decrease in reports of suspicious activity, dropping from 45% to 39%. These encouraging trends underscore the ongoing efforts to combat scamming tactics while highlighting that continued vigilance is essential in creating an even safer environment for all consumers.

 

In light of this, Ofcom is continuing to take proactive measures. The regulator has launched a Call for Input to explore innovative technical solutions that can further disrupt the spoofing of UK mobile numbers and mobile messaging scams. This call seeks evidence on the effectiveness, costs, risks, and timelines of potential new measures, acknowledging that scammers continually develop new tactics to exploit consumers.
